SAN BERNARDINO, Calif. (AP) - San Bernardino will become the third California city in two weeks to declare bankruptcy. The City Council voted last night to take that step because of a budget shortfall of nearly $46 million. The city of about 210,000 will be the second-largest in the nation ever to file for bankruptcy, after the Northern California city of Stockton, which filed on June 28.
