Most cereals, including rice, dry beans, flour, pasta, and baking mixes, as well as breakfast flakes, can be safely stored at room temperature. While spoilage isn't a concern, insects are. Keep all cereal products in sealed containers to keep out any bugs. Use a large, sealable plastic bag to cover boxes of pancake mix or similar products once they're opened. If you purchase grains or cereals in bulk, rather than sealed packages, put them in the freezer for a few days before moving them to the pantry. This will kill off any insect intruders.
