Chico Pedicabs Unregulated, But That Could Change

Jim Hankensiefken has been operating a pedi-cab out of Chico since 2009.  He says if the Chico City Council enacts regulations on Chico's pedi-cab drivers, he, and most others, will be out of business.  He says they are able to operate their pedi-cabs without a license, insurance, background, or safety checks.  Hankensiefken says some of the pedi-cab drivers are reformed criminals who would have trouble finding a job, and they are able to make a small living from operating a pedi-cab.  He adds that he would not be able to afford insurance, especially since he only operates on tips.  Still, he says he supports regulations to protect passengers, and if they are enacted, he'll give his pedi-cab up.  Chico Police Chief Kirk Trostle is working on proposal for a 'vehicle for hire' ordinance. The council will consider the proposal in April.
